That's an annoying thing and we should think about possible solutions. We could either keep things as they are and refuse people to upload packages which have been uploaded by someone else in the past or, alternatively, let people take over source packages someone else uploaded before. Frankly, neither alternative sounds particularly good. A clean solution would isolate anyone's packages, in a way different versions would live together. However, that would break our Package list unfortunately.
