Hmm, not sure - after all, people are still free to remind potential sponsors about outstanding RFS via debian-mentors. Well, and with such a new tracking possibility, e.g., sprints could be organized from time to time. We'd definitively need some more formal assignment of responsibilities for sponsoring. People assigned those responsibilities are required to ask for help from time to time, organize such sprints, send pings for open RFS tagged "more-info" (or close them), work closely with the authors of debexpo, and probably some other tasks that go beyond the basic step of sponsoring uploads.
