I made that change in Ubuntu, and would be glad to see it happen here too. nvidia-cg-toolkit is a build-dep for a couple of other packages, but they can't be built on buildds as long as this is downloading from the Internet in postinst. See #502457 (although that got dragged totally off-topic).
