Certainly CFLAGS is passed into CCOPT; I guess I confused myself here. The only thing is if gcc -O2 -O0 does the right thing here[1], which I am guessing it does (based on -Q -O2 --help=optimizers vs -Q -O2 -O0 - --help=optimizers).
