They are only similar in that they share the UTF-8 charmap. They have different sort orders for LC_COLLATE (C is strictly numeric) They have different character classes for LC_CTYPE (C restricts to POSIX ASCII subset for digit classes, and there are other restrictions) C and en_US are otherwise similar, but you would use C.UTF-8 where you would have otherwise used the default C locale but with a UTF-8 charmap rather than ASCII.
