No. You can of course write your own processor of the upstream website similar to the sf.net redirector page Debian uses (e.g. process the upstream website with an XSLT stylesheet and output a HTML site you can then use for uscan). But thast's a lot of work. It is probably better you try to talk to upstream to release archives with versions and make mypackage.zip a symlink to the latest release.
