Therefore the answer to your question is in the manual page of dh_installman. More in general, if you include /usr/share/cdbs/1/rules/debhelper.mk in debian/rules, then most debhelper programs will be ran, and the usual way to interact with them is to provide them with configuration files as described in their manapges. In particular, I recommend you to read the manual pages of dh_install, dh_installdocs, dh_installexamples, dh_installmenu and dh_desktop (the last two if you package a program with a graphical interface).
