Agreed; NEWS.Debian is for changes to the package that are relevant to end users. I think that's actually rather informative as it gives a good overview of the breadth of the package and what kind of distributions it searches. It's not critical that the list is exactly up to date, so I don't think it would be a problem if some translations were to get a little behind on the most recent version.
