Yes, your wording made that clear, the latter is preferred.

To summarize: 
* if the ABI has changed, but the API remains the same, then change the 
library package name, but not the -dev package one. 
* if the API has changed, both -dev and library package names should be 
changed.

I wonder if such a wording would address the valid complain of #493951 ?
