Instead of patching LICENSE file, you should just state the OpenSSL exception in debian/copyright (with the fact that it is not present in the LICENSE yet, but this has been fixed in CVS). A link to the CVS commit that adds it will be appreciated by ftp-masters. Please, don't keep commented commands in debian/rules. About the extra licenses, you should just remove them of the installation (with rm in debian/rules). You can keep them in orig.tar.gz.
