For a first try, see if you can contact the original upstream author. The newspost web page, including contact information (which may or may not still be valid) appears to be at http://newspost.unixcab.org/ Maybe he will release a new upstream version that includes your changes. I don't have interest in sponsoring the package, but David, please see below for some advice. For the benefit of anyone who *does* want to sponsor newspost, note that it was orphaned by the Debian packager on 23 June 2004 [1]; the last QA upload was 26 March 2005, so some catch-up work will be needed to update the packaging; and it was removed from unstable by ftp-masters at the request of QA on 23 November 2007 [2]. Changes files of the type that dput takes as argument are automatically generated during a package build by dpkg-buildpackage. They are *not* the same thing as a changelog.
