It was used for this, yes. But still I don't think it is complicated. I find it more natural than dpatch. I used to think like you, but once I actually read the quilt manpage and tried it in action, I never looked back at dpatch again. There is some learning curve, but it is surely not as complicated as "used by -mm tree pre-git" would suggest. That said, you are of course free to use whatever way of patch-handling you feel comfortable with.
