Indeed there is a changelog entry:
* uscan: set HTTP user agent name (Closes: #397354)
and current 2.9.27 version of uscan has:
$user_agent->agent('Debian uscan 2.9.27');
and my uscan fails with:

so imho issue persists since berlios seems to don't allow uscan as the
agent effectively bringing #397354 back alive:
