I'm packaging myserver (http://www.myserverproject.net). It uses OpenSSL to serve HTTPS requests, and contains the following in its license:
"MyServer is released under the terms of the GNU General Public License (GPL) with the additional exception that compiling, linking, and using OpenSSL is allowed."
