I've put the additional license information in debian/copyright and tried to do it like in the example you provided.
I wrote to the copyright holder of the file scripts/cmpcfg.pl (David Thompson) and in his response, he told me, that "the file cmpcfg.pl should be licenced as GPL" so I added a short notice in debian/copyright, which says that this file is GPL'ed, too.
