The upstream tarball must be present and named correctly. For example, assuming your package has version 0.1-1, you need webcam-server-0.1.orig.tar.gz in the same directory as webcam-server-0.1/, the directory with the source. It may be a symbolic link, the important thing is the name. Also, the version (0.1) is derived from the debian/changelog entry.
