Which is somewhat ironic, given that upgrading-checklist starts out as upgrading-checklist.html in the debian-policy source package, and is then stripped of tags to be distributed as a .txt file. It might be nice to distribute it as html and/or fix-up the reference in section 1.2 to point this file. Perhaps the checklist could be referenced as an appendix or the like so that the <ref> tag could be used, and then dwww could easily find it as well.
