Unable to build package

Hi,

When I say

$dpkg-buildpackage -rfakeroot -uc -us

i'm getting the error saying

dpkg-parsechangelog: error: cannot open debian/changelog to find format: No such file or directory
dpkg-buildpackage: unable to determine source package

I'm at the top level of the directory. I feel I'm supposed to edit rules file in debian directory properly, where could I correct.
