I add AM_MAINTAINER_MODE somewhere at the top of configure.{ac,in} to
enable maintainer mode (which I believe prevents the checking of
timestamps) then rebuild the entire build system, usually by running
`autoreconf' with the appropriate environment variables (ACLOCAL,
AUTOMAKE, AUTOCONF, etc) set, if there's not a `bootstrap'/`autogen.sh'
script in the top_srcdir at hand.
