Not necessarily. The ifneq/endif around the cp will make sure config.{sub,guess} only get copied if they exist in /usr/share/misc/, and nothing is done if they don't. Altough I agree the package should build-debpends on autotools-dev and copy/symlink the config.{sub,guess} unconditionally.
