I'm not a Debian Developer, so I can't sponsor this package. But I do maintain Audacity, which is statically linked to portaudio. It would be great if portaudio entered the archive so that Audacity and other applications could link to it dynamically. The portaudio 18.1 package looks good to me; it is lintian and linda clean, and builds without problems. Audacity builds against it fine. One minor suggestion: remove unused sample code and comments from debian/rules. I haven't checked out the v19 package yet. I hope you find a sponsor to upload your work!
