The first states that a removal has been requested, the second explains why the package would not be updated in testing even if the removal request was *not* in place. However, removal requests also need to respect the integrity of testing as a releasable whole, so if removing the requested package would make other packages uninstallable, the removal request fails until this is dealt with manually.
