Several hints: 1. You do not need files zh-win.jar and zh-mac.jar in mozilla-firefox-locale-zh-tw package. Remove their installation from debian/rules. 2. mozilla-thunderbird-locale-zh-tw_0.5.orig.tar.gz contains two copies of upstream sources.
