You don't have to be running sid, you just have to be fairly sure the
package builds and runs in sid.  For that, a sid chroot environment will
suffice for most simple packages.  pbuilder works well to build packages in
sid, and you can set up various temporary or permanent chroot environments
for testing purposes.
