Bug reports don't make a good application. They are things which can be quite reasonably carried out by users. Now, marketing on behalf of Debian, where being a "member of the project" is pretty important, is something that you'd want to be a DD to do properly, as is documentation (to a far lesser extent - alioth doesn't require DDship for access). - Matt
