Not quite, but you are close. It is part of the debian-policy _package_, but is not included in the document known as _Debian Policy Manual_. Anyway, this little problem was corrected very quickly by J.H.M. Dassen (http://bugs.debian.org/21215), who appears to maintain the MIME policy document.
