I believe your "closes" entries should match the expression,

 /closes:\s*(?:bug)?\#\s*\d+(?:,\s*(?:bug)?\#\s*\d+)*/ig

listed by http://www.debian.org/doc/developers-reference/ch-pkgs.en.html#s- upload-bugfix

That is, the numbers should be prefixed by "#".

I'm not an expert, but how about pointing out that you're intending to adopt the orphaned package since and that you have added the (previously lacking) build-dependency thus closing all bugs for since. Possibly it might be worth mentioning whether you've successfully compiled in a chroot (e.g. with pbuilder) so you're sure that there aren't any non-build-essential build-dependencies besides

debhelper and whether it's (approximately) lintian clean.
