Hmm. I'd be careful (I do not know much about Perl, though) because it seems to be a new major revision and _might_ have compatibilty issues. triplecheck that depending modules work with this new revision. Unless there is a very good reason for uploading a new upstream version I do not think a NMU without maintainer consent is justified, both #157594 and #190459 are simple packaging issues which can be fixed with 1.23-1.1.
