A maintainer is someone who maintains a package, while a developer has an account on the Debian machines and permission to upload. Have a look at http://qa.debian.org/ , it should be a good starting point, and of course you should have read the documentation at http://www.debian.org/devel . If you are interested in a particular orphaned package, just go ahead and file an ITA (Intent To Adopt), exact instructions are on the "WNPP" pages on qa.debian.org. If you want to become a Debian Developer, you should probably add yourself to the NM queue at http://nm.debian.org/ , but you should wait until you have some package that's ready to be uploaded (you will need a so-called advocate, which is a DD who confirms your application, and you far easier get that confirmation when you've already done something).
