A maintainer is someone who maintains a package, while a developer has
an account on the Debian machines and permission to upload. These two
are basically distinct (i.e. you can maintain a package without being a
developer and you can be a developer but work on the web pages instead
of doing packaging).

Developing software is a different thing, although you probably need
some programming experience in order to maintain a package properly.

This is good. Debian actually has a lot of packages that noone cares
about. Have a look at http://qa.debian.org/ , it should be a good
starting point, and of course you should have read the documentation at
http://www.debian.org/devel . If you are interested in a particular
orphaned package, just go ahead and file an ITA (Intent To Adopt), exact
instructions are on the "WNPP" pages on qa.debian.org. To upload, you
will need a sponsor, just ask again here on debian-mentors.

This is good. If you want to become a Debian Developer, you should
probably add yourself to the NM queue at http://nm.debian.org/ , but
you should wait until you have some package that's ready to be uploaded
(you will need a so-called advocate, which is a DD who confirms your
application, and you far easier get that confirmation when you've
already done something).
