Since this problem is not Debian specific, the best way would be to add it in the configure script if required (i.e. patch configure.in and submit upstream). There may already be some readymade testcase somewhere (-> Google) that checks whether a given system needs -mieee or sth. like that (-mieee is like -fno-fast-math, IIRC).
