Probably that's because it's not difficult (different from arch-specific) enough
to have a huge amount of documentation on this topic.
I think that the comments in
<http://www.debian.org/doc/debian-policy/ap-pkg-controlfields.html#s-pkg-f-Architecture>.
as well as the section on debian/rules at
<http://www.debian.org/doc/debian-policy/ap-pkg-sourcepkg.html#s-pkg-debianrules>
(look for binary-indep) are pretty much all you need.
Note that there also is a perl-policy

you might want to consult.
