This is a violation of policy. The file /etc/pam.d/login is a conffile belonging to the login package, which means NO package is allowed to modify this file (not even login itself). The libpam maintainer has a plan for restructuring the PAM config files, making it possible to change the global configuration according to what modules are installed.
