Yes, please stick to the standard conventions unless upstream differs by much. If the .tar.gz contains NEWS, and you ship that as changelog, that's just confusing. FWIW, I often try to summarize the most important bullets from NEWS into my debian/changelog. I.e. * New upstream version: + Frobbing widgets is now supported. + Various tweaks to the gunk-engine. + More new bugs than old ones. Thats good because people reading debian-devel-changes can see it before downloading anything. And changelog.Debian is in a standard location for /all/ Debian packages. -- Robbe
