Try emailing the details to debian-legal, which is a list set up for exactly this purpose. As for the old BSD license, I believe it is DFSG-free and can go into main, although it is not GPL-compatible. Please, if I'm wrong and someone can explain why, go ahead. Debian-legal would be a good place to have such a discussion. (I probably will only participate to a small degree since I am preparing to leave soon for a vacation.) As for your question about how general the interest is, there are lots of special-interest packages in Debian. I would suggest making your package priority extra rather than optional if it is rather specialized, but that should not exclude it from Debian. For example, take a look at the package description for 'libtowitoko2', which is a library that "provides CT-API and PCSC IFD handler implementation for Towitoko smartcard readers."
