AFAIK, emacs19 has been removed from testing/unstable. It would be a lot of work for me to hack in checks (let alone working alternate code) for emacs19 in debian-changelog-mode.el I suggest you upgrade to emacs20 before it too becomes obsoleted by emacs21. Sorry about that, Peter
