Test #1: build fresh .debs and run dpkg-deb -c on them. It will tell you about everything in them. Test #2: purge the existing installed packages. Does /usr/doc/ibrazilian/ go away? If not, is there garbage left there by some other package or perhaps something like a .dhelp file? If so, you may need to remove it in the preinst of your new package.
