There are a lot of people in the DAM approval stage, but it isn't a fact that virtually ever person is waiting DAM approval. There are 149 applicants in processing phase, and 52 people at DAM approval phase. The most interesting part of the statistics, however, is that maximum days for awaiting DAM approval is 190. Contrasted to average days of 29, this does indicate a bit of unfairness in the order of processing in that stage. Don't forget that processing phase depends on applicant's response time and DAM approval depends solely on DAM. So, this is a problem. On the other hand, I don't think any subjective opinion on the part of DAM has officially prevented a NM who has been successfully processed. I'm totally confident that DAM has no such intention as preventing people from becoming maintainers; I prefer to think of it as it is a matter of efficiency and since the current single DAM does not work good enough the task should be delegated to a group of people.
