Not sure about precise docs, but you can read the manpages for dpkg-scansources and dpkg-scanpackages. From these manpages I was able to hack up a small script to put files in the right places, then compute the Packages.gz and Sources.gz files (they seem to be all that's needed to have an apt-get-able dir).
