tkman is not in unstable, so this is not something that we can fix.

You may upload your package, in which case it would eventually get in
main, assuming it's clean.

(And in any case, we cannot move a package from non-free to main just
by editing the override files.  The maintainer will have to make the
appropriate upload first.)
