Typically, 'dpkg-buildpackage' and 'dupload'.

In practice, a good sponsor will also check that the package actually works 
and is clean, and explains this clearly to the maintainer (thus acting as a 
tutor, not only a sponsor) but not all the sponsors have the time to do so.
