fakeroot shouldn't have a problem with this.
What error messages are you getting when you try to chown/chmod?
I think, BTW, that I meant:
chmod 2755 debian/tmp/usr/bin/jwhois
That could be the problem.... (And change debian/tmp to whatever is
appropriate.)
