Please check http://bugs.debian.org/44579.  Do you see this same problem there?

If not, would you know why not?  I keep seeing "gpg works fine" but
have not seen this problem addressed.  Being one of a billion bugs in
dpkg, I doubt it will even be glanced at.  (That's a separate problem
of course, and one that many see as being of great significant.)
Had dpkg-scanpackages not been part of the dpkg package, I would not
worry as much.
