edit /etc/ppp/options.ttyXX where XX is S0/S1/whatever the port he dials in on is. Then, put: server-ip:his-ip nodefaultroute there, with server-ip being replaced with your IP, and his-ip with the static IP you wish to give him. Just realized that this will give each _modem_ a static IP, not each user. The user authentication, iirc, happens _after_ the options file is processed, so ...
