Definitely not for that reason. The bottom line is: If it's not documentation, it shouldn't be in /usr/doc. In your case, I would imagine that /usr/lib/wanpipe is the right place (that's a standard place for executables which users don't normally execute directly). In the case of mh-book, these executables *are* documentation, so I say, put them in /usr/doc.
