Just ask if you wish a sponsor to upload a finished package for you. If you wish to share maintainence then asking for a co-maintainer is the right thing to do. Although if your co-maintainer isn't a Debian developer then making uploads might not get any easier. An advocate is somebody who, after working with you, will agree to nominate your inclusion into the project as a developer in your own right.
