Don't have a package create files in /usr/local - it's against policy: <http://www.debian.org/doc/debian-policy/ch-opersys.html#s9.1.2>. It doesn't really matter that the package is not for public consumption; it is still useful to comply with the policy documents to avoid this sort of brokenness. "local" here means "not managed by the OS package manager" rather than "not supplied with the OS".
