Fun fact I'm part of the nginx-team of uploaders and maintainers.

I proposed adding the TLS snippets and others, but the idea was rejected on the 
basis of 'how do we know these options are best' and 'how would we keep these 
updated' and other concerns about how a change in TLS recommendations and such 
might impact the package updates in case it ships outdated and we don't circle 
back to fix in stable, etc.

By putting the snippets into a separate package and allowing for extra 
contributions in a separate package this helps to alleviate the concern because 
we can adjust the snippets independent of src:nginx and we can also allow wider 
suggestion of useful snippets without requiring them to be embedded in 
src:nginx.
