Yes, I am confident that this release fixes 1055780.
(But I do not actually agree that 1055780 this is a major issue, because
it only impacts people who configure apt-listchanges to display
changelogs rather than news during upgrades, which is not the default
and few users actually do because it is far too much information for
most users.)
