Getting a signature is just a confirmation of identity, >after all. Well, those won't learn to prepare packages and upload them just to irritate someone, will they? If you'd want to, you could put in an additional check for either - a corresponding ITP/RFA, or - a package already maintained by the uploader, and otherwise fall back go to more manual processing.
