It requires a transition as it provides proftpd-abi-1.3.6a while the version in testing provides proftpd-abi-1.3.6. It doesn't look like any transition is happening. You can see in https://release.debian.org/britney/update_output.txt that it makes various proftpd-mod-* uninstallable.
